摘要
Air pollutants can travel long distance across cities but public policies implemented to solve effectively transboundary pollution problems are uncommon. This paper evaluates the effect of such a cross-city coordination program in China. To reduce the pollution spillovers from Guangdong Province to Hong Kong Special Administrative Region (HKSAR), both governments jointly launched the “Cleaner Production Partnership Program” (CPPP) in April 2008: HKSAR subsidizes the firms invested by Hong Kong and located in Guangdong to adopt cleaner production technology, and Guangdong is responsible for its own firms. Using the daily pollution and weather data from 2004 to 2012 and both regression discontinuity design and a novel difference-in-differences methods, we find that on the days when wind blows from Guangdong to Hong Kong, 30~40% of incremental PM10 produced in Guangdong traveled to and deposited in Hong Kong; however, since the CPPP is implemented, PM10 blown from Guangdong and deposited in Hong Kong reduces at least by 3~4 ug/m3 or 5~6% (20% in baseline regressions). This suggests that the CPPP is effective in alleviating the transboundary air pollution problem but the underlying Coasian bargaining mechanism remains to be explored.
