摘要
We study the consequences of formal sanctions in publicly funded science, using punishment decisions publicly issued by the National Natural Science Foundation of China (NSFC) as exogenous shocks to scientists’ standing. Exploiting a matched difference-in-differences design with panel data spanning 2000–2024, we find that formal sanctions do not merely penalize the sanctioned: they redistribute resources, reshape collaboration networks, and alter career trajectories across the scientific community. Sanctioned scientists experience persistent declines in publication output (−34%) and citations (−26%), a 2-6 percentage point reduction in funding probability, and a 17 percentage point increase in the likelihood of exiting academia. These direct effects are accompanied by an asymmetric spillover to peers: colleagues show no significant output response, yet their probability of receiving funding rises by approximately 10 percentage points, consistent with competitive release of reallocated research resources. Mechanisms include the contraction of collaboration networks and the progressive exit of sanctioned scientists from the research system. Our findings suggest that formal sanctions function as a resource reallocation mechanism within science, rather than producing a net loss of knowledge production capacity.
