摘要
Achieving the climate targets of the Paris Agreement —limiting global warming to well below 2°C, ideally 1.5°C— requires global CO₂ emissions to reach net zero and turn negative thereafter. The latest IPCC Assessment Report outlines several transformation pathways which prioritize energy efficiency, renewable energy deployment, or carbon removal, depending on factors such as resource endowment, industrial structure, infrastructure, geographic conditions, technological access, and societal acceptance. Despite differences in national strategies, climate neutrality scenarios share key features: significant improvements in energy efficiency, a rapid decline in fossil fuel use, broad electrification of end uses such as heat and mobility, deployment of hydrogen and its derivatives for hard-to-electrify sectors, and the application of negative emission technologies to neutralize residual emissions and later become negative. Technology will play a pivotal role, yet many low-emission technologies lack market maturity. Reaching net zero will thus require an enabling economic framework and a supportive market design: effective incentives, appropriate infrastructure, technological innovation, and behavioural change.
主讲人简介
安德烈亚斯·勒舍尔（Andreas Löschel）教授是波鸿鲁尔大学环境/资源经济学与可持续性领域的教授，德国国家工程院院士，同时也是莱布尼茨经济研究所（RWI - Leibniz Institute for Economic Research）的研究员。他在纽伦堡学习经济学，并在曼海姆完成了博士学位。在前往鲁尔区任职前，他曾是明斯特大学和海德堡大学的教授。自2011年起，他担任德国联邦政府“未来能源”监测进程专家委员会主席，自2024年起，担任德国国家工程院（acatech - National Academy of Science and Engineering）、德国国家科学院（Leopoldina）及德国科学与人文院理事会（Union of the German Academies of Sciences and Humanities）联合发起的德国学术界“未来能源系统”（ESYS）倡议理事会主席。安德烈亚斯·勒舍尔是政府间气候变化专门委员会（IPCC）第七次评估报告的主要协调作者之一，负责“能源系统”章节的撰写。2022年，安德烈亚斯·勒舍尔因卓越的经济研究荣获约阿希姆·赫兹基金会（Joachim Herz Foundation）颁发的德国经济学奖。
