摘要
Leaks occupy an uneasy position in political communication. They expand access to privileged information when transparency is limited, yet the anonymity that enables them also reduces credibility. We develop a formal model to study how the possibility of anonymous leaks affects political accountability. In the model, a leader chooses policies under media scrutiny and may provide information to the press through anonymous sources. We show that the option to leak induces incumbents to act prudently rather than engage in reckless “fake leadership” to signal competence. Allowing the media to cite anonymous sources thus serves as a second-best accountability mechanism when full transparency is unattainable.
