摘要
Australia's environment is a vital part of the nation’s natural identity, the First Nations heritage and the economy. The institutional foundation for protecting the environment is the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). Under the Act, a multi-layered management toolbox has been established. The key policy instruments include MNES protected areas, MNES referrals, and an offset policy. The Act has had many significant amendments through its lifetime; A large number of studies, audits, and reviews have examined various aspects of the legislation over the years, and most are qualitative based on surveys of major stakeholders. The resounding message is that Australians do not trust that the EPBC Act is delivering for the environment and the community, especially when faced with human development pressures. However, it is also widely recognized that there has been a striking lack of systematic assessment and quantitative evidence. Our work aims to fill this gap. More specifically, we intend to causally identify the impact of the multi-layered management toolbox on Australia’s ecological quality, and how the impact varies when environmental protection clashes with mining, a crucial pillar of Australia’s economy.

马春波，伦斯勒理工学院生态经济学博士，密歇根大学可持续发展企业学院博士后，西澳大利亚大学历任助理教授，副教授，农业与资源经济系主任。主要研究农业，发展，环境经济学。研究工作主要见刊于环境，资源，能源类经济学期刊包括JAERE，JEEM，ERE，REE，AJARE等。
