摘要
This paper evaluates the effect of the 2+26 policy launched by the Chinese government toimprove air quality in Beijing-Tianjin-Hebei and its surrounding region.Our evaluation methodologies are based on a new inversedifference-in-differences(IDID)framework, which can identify the averagequasi causal effect under the inverse common trend condition. Under abaseline IDID regression model, we find that the2+26 policyhas a significant effect on improving the air quality, since the policywould reduce the value of Air Quality Index by9.338 on average, if it hadbeen implemented in the pre-treatment period. Furthermore, we determinethe co-existing spatial-seasonal policy effects by usingseveral heterogeneous IDID regression models, demonstrating the importanceof measures implemented in the cold season. Finally, throughcost-benefit analysis, we show the remarkable long-run quasi benefits overthe quasi costs of the 2+26 policy in Beijing and Tianjin.

朱柯：香港大学统计与精算系,教授、博士生导师。于2011年获得香港科技大学统计学博士学位。主要研究方向为时间序列计量经济和统计包括：稳健统计、拟合优度检验、变点问题, bootstrap 方法及应用计量经济。目前，他已经发表学术论文20余篇，其中包括 Journal of the American Statistical Association, Annals of Statistics, Journal of theRoyal Statistical Society Series B, Journal of Econometrics, Econometric Theory, Journal of Business and Economic Statistics 等国际顶尖统计和计量经济学期刊。
