摘要
In this paper, we demonstrate how customs corruption helps make the inefficient but politically connected SOEs become import superstars by distorting the firms’ import costs. We first exploit China’s anticorruption campaigns enacted in 2013 as a natural experiment to provide causal evidence regarding the impacts of customs corruption on import costs. Then we proceed to build a theoretical framework, which accommodates firm heterogeneities in physical productivity and ownerships, distortions in production and importing, and input-output linkages. Our quantitative exercises suggest that eliminating the importing costs discrimination engendered by customs corruption increase the gains from intermediate input by 5.71 percent.

王永进，南开大学经济学院，教授，博士生导师，南开大学百名青年学科带头人，天津市青年拔尖人才。 主要研究方向为：国际经济学与产业组织；劳动经济学；区域经济。在 Journal of International Economics, China Economic Review, Economic Letters,《中国社会科学》、《经济研究》、《管理世界》、《经济学季刊》、《世界经济》等期刊发表论文60余篇，并担任《经济研究》、《经济学季刊》、《世界经济》，《管理世界》、《金融研究》、 China Economic Review， Review of Development Economics, International Economic Journal等期刊的匿名审稿人。主持国家自然科学基金项目、参与国家社科和教育部课题多项。国家自然科学基金同行评议专家。出版专著《契约、关系与国际贸易》。
